PROBLEM TO BE SOLVED: To manufacture an oxidizing catalyst excellent in persistency of oxidation activity as a catalyst for manufacturing chlorine by oxidizing hydrogen chloride with oxygen or as a catalyst for oxidizing carbon monoxide and/or unsaturated hydrocarbon. SOLUTION: The oxidizing catalyst is manufactured by allowing ruthenium oxide to contact a gas containing hydrogen chloride and/or chlorine and substantially containing no oxygen. Ruthenium is allowed to keep a preferable contact with the gas at 500°C or higher. In addition, a carried ruthenium oxide configured by making a carrier carry ruthenium oxide may be used as the ruthenium oxide. COPYRIGHT: (C)2007,JPO&INPIT
