<P>PROBLEM TO BE SOLVED: To provide a developing device capable of stably giving a high-quality image. <P>SOLUTION: In the developing device, a one-component developer is carried on a rotating developer carrier and transported, the layer thickness of the carried developer is regulated by an elastic developer regulating member which comes into contact with the developer carrier by way of the developer, the developer of which the layer thickness has been regulated is transported to a development region opposite to an image carrier, and an electrostatic latent image carried on the image carrier is visualized by development with the transported developer. The developer carrier comprises at least a substrate and a conductive resin coating layer on a surface of the substrate, and the conductive resin coating layer has a surface shape with a ten-point average roughness Rzjis of the surface of 2.0-5.5 μm, a variation coefficient of the Rzjis of ≤11% and an initial wear height Rpk of ≤0.80 μm.
