PROBLEM TO BE SOLVED: To provide a monitoring device capable of calling attention to a monitoring person by determining an abnormal situation while preventing detection errors, tracking errors and collation errors. SOLUTION: A monitoring device includes: a camera 101 for generating an entire image by capturing an image within a monitoring area; a moving object image generation unit 102 for generating moving images that are images of a plurality of moving objects or a crowd from the entire image; a density calculation unit 103 for calculating density indicating the congestion degree of the moving objects or the crowd based on the moving object image; a condition determination unit 106 for comparing the density at a current time with reference density so as to determine the density at the current time as an abnormal situation if they are different by an amount not smaller than a prescribed threshold; the other camera 701 including at least either of pan, tilt and zoom functions; and a camera control unit 702 for controlling the other camera 701 so as to image a region whose density at the current time is different from the reference density when the situation is determined to be abnormal.
