PROBLEM TO BE SOLVED: To provide an environmental load reduction system for plants capable of managing collectively the plants such as a plurality of refuse incinerators arranged within a specified area, capable of predicting a specified regulation-objective substance discharged from the each plant, and capable of controlling a treating ratio in the each plant to restrain a discharge amount of the specified regulation-objective substance within the specified area to the minimum. SOLUTION: This system is constituted of the plurality of plants such as the refuse incinerators and an ash fusion furnace installed within the specified area, and a central monitoring center for monitoring collectively operation states in the plurality of respective plants, for predicting the discharge amount of the specified regulation-objective substance such as CO<SB>2</SB>discharged in each of the respective plants, and for planning a plant operation schedule for minimizing the discharge amount of the specified regulation-objective substance such as CO<SB>2</SB>in the specified area, based on total amount of refuses disposed within the specified area and an emission rate ( CO<SB>2</SB>emission amount per unit combustion refuse weight) of regulation-objective substance such as CO<SB>2</SB>discharged in the present in the each plant.
