<p><P>PROBLEM TO BE SOLVED: To provide a technology of preventing damage caused by nuisance mail letters by using a statistic method. <P>SOLUTION: A link statistic processing apparatus 40 includes: a means for receiving a link destination included in electronic mail transferred to a destination terminal 50 from an electronic mail receiver 20; a means for receiving an access destination for executing Web access service from a gateway apparatus 30; and a means for counting the number of incidence (detection) times of each link destination and the number of access times to each access destination, and outputting access limit information including information associated with the link destination wherein the number of incidence (detection) times of each link destination is a first threshold value or over and a ratio of the number of access times to the number of incidence (detection) times is a second threshold or below.
