PROBLEM TO BE SOLVED: To solve such problems that, regarding welding between a steel frame construction steel pipe column and a diaphragm, since, with a root gap secured by about 7 mm, a backing strip is abutted against the inside face on the side of the steel pipe column so as to be tightly stuck thereto, and thereafter, joint welding is performed by single-sided welding, there is a need of setting the backing strip to the inside of the steel pipe column so as to be tightly stuck thereto and performing temporary welding, thus the operation is difficult, and defect is easy to be generated at the root part and stress concentration is easy to be worked. SOLUTION: At a position separated from the inside face on the side of a steel pipe column to the radial direction of the column, the backing strip is temporarily welded to the outer face side of a diaphragm lighter than the column, and thereafter, the diaphragm with the backing strip is inserted into the steel pipe column.
