PROBLEM TO BE SOLVED: To enable only a registered external storage device to be used by limiting the use place and use time of an external storage device. SOLUTION: The external storage device 100 transmits tag ID by radio, and receives use validity/invalidity to be transmitted by radio by an RFID reader/writer 300, and permits access from the program of a user terminal 200 to which the external storage device 100 is connected to an information storage region 133 in the external storage device 100 according to the use validity/invalidity. The RFID reader/writer 300 receives the tag ID to be transmitted by radio by the external storage device 100, and transmits the tag ID as well as the reader ID to an authentication device B500, and transmits by radio the use validity/invalidity to be returned by the authentication device B500 to the external storage device 100. The authentication device B500 receives the tag ID and the reader ID from the RFID reader/writer 300, and acquires and returns the use validity/invalidity corresponding to the combination of the tag ID and the reader ID from use authority information 508.
