A cosmetic composition for preventing skin aging comprising Panax ginseng(C.A.MEY) extract stabilized in a nanoliposome is provided to promote fibroblasts, increase collagen synthesis, moisturize the skin and avoid skin irritation by enhancing skin permeation and formulation stability of Panax ginseng(C.A.MEY) extract. The cosmetic composition for preventing skin aging comprises the Panax ginseng(C.A.MEY) extract stabilized in nanoliposome as an effective ingredient, wherein the amount of Panax ginseng(C.A.MEY) extract is 0.01-40 wt.% based on the total weight of nanoliposome; the amount of nanoliposome is 0.0001-20 wt.% based on the total weight of the cosmetic composition; the nanoliposome is made of a mixture containing polyol, surfactant, phospholipid, fatty acid and water, but containing no monovalent alcohol; and the cosmetic composition is formulated as solution, suspension, emulsion, paste, gel, cream, lotion, powder, soap, surfactant-containing cleansing, oil, powder foundation, emulsion foundation, wax foundation or spray.
