PROBLEM TO BE SOLVED: To provide an image forming apparatus and an image forming method by which a residual potential rise during repeated use of a photoreceptor is prevented and an image with high durability and high definition can be formed. SOLUTION: The image forming apparatus includes: a discharging means to discharge residual charges by light, the means emitting light at a wavelength shorter than 500 nm; and an electrostatic latent image carrier including and a photosensitive layer composed of a charge generation layer and charge transport layer on a support, wherein the charge generation layer includes an organic charge generating substance and the charge transport layer includes at least a charge transport material expressed by formula (I) or formula (II).
