PROBLEM TO BE SOLVED: To provide a keypad and its manufacturing method in which precise depression operation of each key top member is made possible without incurring complexity of work. SOLUTION: The keypad 1 has a plurality of key top members 2 arranged at the upper part of one or two or more of base members 3. An adhesion layer 6 consisting of a pressure sensitive adhesive or an adhesive which fixes the key top member 2 to the base member 5 is provided between the key top member 2 and the base member 5 arranged immediately below it, and the cross-section between the key top members 2 in the adhesion layer 6 is made a face on which a treatment making it a non-adhesion state is applied.
