PROBLEM TO BE SOLVED: To efficiently transmit an operation request to virtual equipment on a network and its operating state. SOLUTION: In the operating state management equipment for managing a system operating as virtual equipment, a storage part retains connection information necessary for communication with host equipment and subordinate equipment connected thereto, and when a communication part receives operation information of the subordinate equipment, a management part generates transmitting operation information by increasing all hierarchical levels of operation information of the subordinate equipment and hierarchically relating and connecting the operation information of the operating state management equipment to the head of the operation information of the subordinate equipment.
