A PON system and a logical link allocation method are provided to dynamically allocate the logical link according to contents of a packet passing through the PON system, so that the logical link, not actually used, can not be wastefully set. A PON(Passive Optical Network) system(200) comprises the followings: an OLT(Optical Line Terminal)(201) connected with a network(203); and at least one ONU(Optical Network Unit)(205-1,205-n) which is respectively connected to the OLT(201) via an optical fiber split into plural paths by an optical signal splitter and accommodates a user terminal(206-1,206-n). The OLT(201) comprise the followings: the first logical link management table; the first update condition definition table; the first table update unit; and the first logical link allocation unit which acquires the second information included in a down-stream packet received from the network(203), determines whether the second information is associated with information defined in the first logical link management table, and allocates the logical link corresponding to the information defined in the first logical link management table based on the determination result.
