<p><P>PROBLEM TO BE SOLVED: To provide an electrostatic latent image carrier having satisfactory adhesiveness between a protective layer and a photosensitive layer and excellent peeling resistance, electrophotographic characteristics and high durability to enable image formation stably over a long time, and to provide an image forming apparatus using the electrostatic latent image carrier, a process cartridge, and an image forming method. <P>SOLUTION: The electrostatic latent image carrier is constituted by forming the photosensitive layer 202, and the protective layer 206 containing a binder resin formed by crosslinking bonding of an organic silicon compound having polol, polyisocyanate, hydroxyl group or hydrolyzable group in this order on a substrate 201.
