<p><P>PROBLEM TO BE SOLVED: To provide a general-purpose cooling device whose cooling ability is improved without making entire size large and which can be applied to devices other than a projector, and a cooling system. <P>SOLUTION: The cooling device 100 is equipped with a duct 10 forming a ventilation flue, and a fan 20 provided at the aperture end on the exhaust side of the duct and generating air flow in the ventilation flue. A heat sink 11 is equipped with a plurality of plate-like fins 11b, 11b, ... parallel with each other in the ventilation flue, and a training body 12 is equipped with a plurality of training plates 12b, 12b, ... parallel with each other in the ventilation flue. Each fin 11b is raised perpendicularly from an external wall part 11a, and each training plate 12b is raised perpendicularly from an external wall part 12a, then the training plate 12b is arranged to be positioned in space between the fins 11b.
