PROBLEM TO BE SOLVED: To provide a toner supply roller having high cell opening property and sufficiently low hardness, and ensuring small compression set even in a high temperature and high humidity environment and a low hysteresis loss rate even in a low temperature and low humidity environment. SOLUTION: The toner supply roller comprises a metallic cylinder and a roller-shaped surface layer comprising a foamed elastic body formed on the outer periphery of the metallic cylinder, wherein the foamed elastic body is obtained by mixing and foaming at least a polyol component (A) containing a predetermined polyether polyol [component (B)] of which the EO (ethylene oxide) unit content is 5-50 mass% of the sum total and a predetermined polyether polyol [component (C)] having 60-95 mass% of EO units, and an isocyanate component (D) containing diphenylmethane diisocyanate or a derivative thereof, wherein the content of the component (C) in the component (A) is 5-20 mass%.
