PROBLEM TO BE SOLVED: To provide a method for preliminarily heating a rigid inner mold for tire vulcanization forming, by which time for tire vulcanization forming can be shortened and the tire can be vulcanization-formed in high accuracy, and to provide an apparatus for the method. SOLUTION: In a microwave heating device 1, a fixed ring member 11 engaging with an inner diameter part 2a of the rigid inner mold 2 is installed on a base frame 10, and the tip part of a cylindrical waveguide pipe 4b is fixed at the center part of the fixed ring member 11. At the tip part of the cylindrical waveguide pipe 4b, a waveguide pipe 12 with circular/rectangular shape provided with a horny antenna 5 and a cylindrical support member integrally assembled in a direction orthogonal to the waveguide pipe are swivelably fitted through a swiveling mechanism 14 and a sealing mechanism 15. In the swiveling mechanism 14, a gear attached to the cylindrical support member detachably meshes with a driving gear erected from the base frame 10, and the driving gear is rotation driven by a driving belt stretched across a pulley provided on the driving shaft and a driving pulley provided on the driving shaft of a driving motor 19 fixed to the base frame 10.
