PROBLEM TO BE SOLVED: To provide a control device for an internal combustion engine preventing a throttle valve from freezing during stop of the internal combustion engine. SOLUTION: A control unit is constructed to perform possibility judgment whether possibility of freeze of a throttle valve is high or not with being supplied with power from a buttery attached to the internal combustion engine during stop of the internal combustion engine. The control unit controls the throttle valve to perform freeze protection action including valve open close action of the throttle valve before the throttle valve freezes when possibility of freeze is high. The possibility judgment is performed by an environment temperature detection means, an internal combustion engine temperature detection means, a timing information output means, a position information detection means and use of drive quantity of an exhaust gas recirculation device.
