PROBLEM TO BE SOLVED: To provide a method for improving the germination of plant seeds, which is different from conventional known methods for germinating plant seeds to expand choices related to usable methods and enhance production efficiency. SOLUTION: This method for improving the germination of plant seeds is characterized by having a treatment time of <24 hours in the following low temperature contact process and having the low temperature contact process for bringing the plant seeds into contact with a plant growth regulator and water at a temperature of <10°C. In addition, the method for improving the germination of plant seeds is characterized by having a treating time in the following low temperature contact process and a treating time in the following low temperature storage process for≤24 hours in total, and having a low temperature contact process for bringing the plant seeds into contact with a plant growth regulator and water at a temperature of <10°C, and a low temperature storage process for storing the plant seeds at a temperature of <10°C after the first process.
