A paper discharging device and an image forming apparatus are provided to prevent the rolling of papers generated by a discharging roller without increasing the number of components. A plurality of paper discharge driving rollers(40), installed in a device body part, discharges papers by rotation. A shaft(42) is coaxially fixed and attached to a plurality of the paper discharge driving rollers(40). An outer diameter of the shaft(42) is narrower than an outer diameter of the paper discharge driving rollers(40). The shaft(42) has a small diameter part(42A) in a sideward direction of the paper discharge driving rollers(40). The outer diameter of the small diameter part(42A) is smaller than outer diameters of the other parts of the shaft(42). A protrusion(48) is protruded from a part of the device body part. A front end part(48A) of the protrusion(48) is disposed in stepped difference between the small diameter part(48A) and the other parts of the shaft(42).
