A method for transmitting and receiving remote monitoring image data through object recognition and a system therefor are provided to maintain a monitoring image of high quality with data of a little quantity in real time by extracting an image inputted from a monitoring camera as an object image and a background image, encoding the object image and the background image by inter-different methods, and transmitting the encoded data at inter-different periods. A management server(110) has the first data transmitting and receiving unit(111), the first data processing unit(112), the first decoding unit(113), and the second decoding unit(114). The first data transmitting and receiving unit(111) receives image data from a remote monitoring camera, or transmits coding data to a portable terminal(120). The first data processing unit(112) divides the image data received from the first data transmitting and receiving unit(111) into object data and background data, and extracts the object data and the background data. The first decoding unit(113) encodes the object data according to the first method. The second decoding unit(114) encodes the background data according to the second method.
