A hot rolled strip cooling system and a hot rolled strip cooling method that can spray the uniform amount of cooling water from respective cooling headers irrespective of the magnitude of water pressure according to increase or decrease of the number of operating cooling headers and locations of cooling headers are provided. A system for cooling a hot rolled strip(200) comprises: a pump(10) for supplying cooling water; a first pipe(20) connected to the pump and disposed in a length direction of the strip; a plurality of second pipes(22) branched off from the first pipe and spaced from one another in a predetermined distance; flow meters(30) installed on the second pipes respectively; one or more cooling headers(50) installed at ends of the second pipes to spray cooling water onto a surface of the strip; flow control valves(40) installed between the flow meters and the cooling headers respectively to control a flow amount of cooling water flown into the cooling headers; and a control part(70) for controlling opening and closing amounts of the flow control valves based on measured values of the flow meters.
