<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus and an image forming method capable of adding digital information on a recording paper without disturbing transfer of the recording paper and image formation. <P>SOLUTION: While the recording paper is taken out of paper trays T1, T2, T3 and is moved along a specified transfer route, an IOT 14 is used to form an image based on image data, and the recording paper having image formed is subjected to finish treatment for discharge.
