PROBLEM TO BE SOLVED: To provide an image sampling technology for sampling image data in an arbitrary shape region surrounded by a range selection line on a picture displayed by an arbitrary application program which is not equipped with any image sampling function. SOLUTION: An image sampling tool bar control part 22 is made to display a transparent window on an image displayed by an arbitrary application program which is not equipped with any image sampling function, and a range selection line plotting control part 24 plots a range selection line configured of a plurality of strokes surrounding the image sampling region on the window, and an image sampling control part 25 samples image data in the region surrounded by the range selection line.
