PROBLEM TO BE SOLVED: To provide an optical modulator which has a high speed, a low drive voltage, a small DC bias voltage and a satisfactory manufacturing yield. SOLUTION: The optical modulator comprises: an optical waveguide 3 formed on a substrate 1 having an electrooptical effect; a traveling wave electrode 4 composed of a central conductive body 4a for high-frequency electric signal, which is formed on one surface side of the substrate 1, for applying a high-frequency electric signal that modulates light and earth conductive bodies 4b, 4c; and a bias electrode composed of central conductive bodies 22a, 23a for applying a bias voltage to the light and earth conductive bodies 22b, 22c, 23b, 23c, wherein the optical waveguide 3 is provided with an interaction part 20 for high frequency electric signal which modulates a phase of light by applying a high frequency electric signal to the traveling wave electrode 4 and interaction parts 19, 21 for bias which adjust a phase of light by applying a bias voltage to the bias electrode. Further, the optical modulator is provided with the interaction parts 19, 21 for bias before and after the propagation direction of light across the interaction part 20 for high frequency electric signal.
