PROBLEM TO BE SOLVED: To search routes according to various requests of pedestrians in a routing system for pedestrians. SOLUTION: A server 200 as the routing system searches routes through the use of a network database in which pedestrian passages are expressed in node links. A user specifies user attributes such as sex and age, tolerance to steep routes, requests for the presence or absence of peripheral facilities such as roofs, etc. in addition to conditions on a starting location and a destination as routing conditions from a cellular phone 100 as a terminal. The routing system computes costs of each link in consideration of the routing conditions and search routes through the use of computed costs. Since a method which newly computes not preset costs but costs reflecting users' requests is adopted, it is possible to flexibly reflect users' requests on costs and search routes according to users' requests.
