PROBLEM TO BE SOLVED: To provide a silica-covered particulate titanium oxide or silica-covered particulate zinc oxide which is excellent in the water dispersibility, and has a compatibility with a carboxyvinyl polymer, and also is not liable to color butylmethoxy dibenzoylmethane and besides solves the bad touch when blended to cosmetics. SOLUTION: The silica-covered particulate titanium oxide or silica-covered particulate zinc oxide comprises the base material of a particulate titanium oxide or particulate zinc oxide having an average particle diameter of 5-100 nm, and has the base material covered with silica of 15-40% by mass relative to the said base material, and also has such water dispersion that when viscosity of the aqueous dispersion prepared under a specific condition without using a dispersing agent is measured under a specific condition, the said viscosity is not more than 200 mPa s.
