[PROBLEMS] To provide a safety management system for workers capable of finely managing the safety of the workers while flexibly coping with changes in situations on a work machine side and a worker side. [MEANS FOR SOLVING PROBLEMS] The safety of the workers is managed by safety management information in ID tags. At least a working area code indicating a working area allowed for a specific worker and a danger avoidance capacity code indicating the degree of the danger avoidance capacity of the worker are included in the safety management information. The danger avoidance capacity indicated by the danger avoidance capacity code is determined in consideration of the skill of the worker uniformly qualified based on general qualification standards such as the experience in business and the number of times of receipt of safety education and lecture of the worker in the past and the specific degree of danger of working in the working area allowed for the worker.
