<P>PROBLEM TO BE SOLVED: To provide a device for converting pixel number that decreases bleeding in characters or the like after converting numbers of pixels and enhances visibility. <P>SOLUTION: When the position of pixels is identical before and after conversion, a zero-order interpolating means 11 determines the pixel value before conversion as a pixel value after conversion. When the position of pixels is not identical before and after conversion, a pixel value calculating means 12 calculates an average of a linear interpolation value obtained by interpolation of nearby pixels and nearby pixel values.
