<p><P>PROBLEM TO BE SOLVED: To cope with worsening when external environments such as power supply voltage or temperature are worsen by limiting traffics without limiting urgent communications serving as life lines. <P>SOLUTION: A classifying list 12 of a classifier 10 is changed so as to be a priority classification in accordance with communication urgency when an abnormality detector 46 detects worsening of the environments. A filter list 16 of a filter 14 and a meter list 20 of a meter 18 are changed to limit communicating traffics.
