<p><P>PROBLEM TO BE SOLVED: To provide a high-speed operation method for discrete cosine transform operation, quantization operation and variable length coding operation on a computer, and storage medium with a high-speed operation processing program stored thereon. <P>SOLUTION: In the present invention, a value resulting from adding/subtracting an input value of discrete cosine transform operation in the discrete cosine transform operation is defined as a value to be multiplied and a cosine coefficient is defined as a multiplication coefficient to determine an offset value greater than a maximum value of the value to be multiplied. A multiplication result is acquired by utilizing a table, for each multiplication coefficient, constructed from elements of ((value to be multiplied)+offset) and ((multiplication result)=(value to be multiplied)×(multiplication coefficient)). Furthermore, in quantization operation, an inverse table of division coefficients prepared beforehand is also utilized to acquire a division result.
