PROBLEM TO BE SOLVED: To provide a simple method for manufacturing a composite semi-permeable membrane with a stable permeation flow rate with time and a large permeation flow rate in a usage such as a high degree treatment of a sewage. SOLUTION: In order to the composite semi-permeable membrane in which adsorption of a surfactant to a film surface is hardly seen even if it is contacted with the surfactant, reduction of the permeation flow rate is slight and the sufficient permeation flow rate is retained, after a separation function layer comprising a reaction product of a multi-functional amine compound and a multi-functional acid halogenated substance is formed on a fine porous support membrane to form the composite semi-permeable membrane, the composite semi-permeable is irradiated with a radiation in the wet state or in an aqueous solution containing a water-soluble polymer to reform the surface of the membrane.
