PROBLEM TO BE SOLVED: To provide a flexible wiring board rich in flexibility and bendability, and excellent in resistance to wear, scraping and sliding. SOLUTION: The flexible wiring board includes flexible insulation substrates 5 and 5a, circuit wiring layers 7-11 and 7a-11a formed partially on the surface of the insulation substrates, a soft first protective layer 13a provided to cover the surface of the circuit wiring layers, and a second protective layer 13b made of a harder material than that of the first protective layer 13a and provided on the first protective layer.
