PROBLEM TO BE SOLVED: To realize electronic voting and vote counting which does not require election officials.

SOLUTION: This electronic voting device uses public keys of all voters to whom a public key certificate is given in a public key base and a private key inherent to each voter to generate a signature for voting content and performs electronic voting with the signature (voting signature). Votes are counted in such a manner that this vote counting device applies verification using the public keys of all of the voters to whom the public key certificate is given in the public key base to the voting signature voted electronically from the electronic voting device, and voting signatures that pass the verification are counted. In addition, the public keys of all of the voters to whom the public key certificate is given in the public key base, voting content and the voting signatures are published by this information publishing server.
