PROBLEM TO BE SOLVED: To solve the problem of causing the deterioration in heating performance due to being unable to sufficiently reduce exhaust emission since a quick temperature rise in an engine body cannot be secured. SOLUTION: When determining as being in a cold state at present in a Step 3, a phase of the lift apex is controlled to O by being controlled in minimum lift and operating angle by respective variable mechanisms in Step 4. When also determining as a light load state in warming-up in Step 5, the phase of the lift apex is controlled to the ignition timing delay side by being controlled in the minimum lift and operating angle in Step 6. When determining as a low rotation high load state in Step 7, the phase of the lift apex is further controlled to the ignition timing delay side by being controlled in lift quantity and operating angle of a medium degree in Step 8. In a high rotation high load area, the phase of the lift apex is controlled a little on the ignition timing delay side more than the phase of the Step 6 by bering controlled in large lift and operating angle in Step 9.
