PROBLEM TO BE SOLVED: To provide a progress management system capable of managing progress based on a screen transition and objectively executes progress management in accordance with incompleteness of an application. SOLUTION: A test execution means 102 is provided with a test generation part 104, a test execution part 105, and a test result verification part 106. The test generation part 104 generates test data corresponding to transitional screen design data that a screen design transition means 101 generates. The test execution part 105 executes a test to an application, which is generated by a developer based on the transitional screen design data and loaded in a device 110 to be tested, to determine whether the screen transition is successful. The test result verification part 106 verifies the result of the determination whether the screen transition is successful, and generates test result data indicating the incompleteness of the application.
