PROBLEM TO BE SOLVED: To enable purification, sterilization and cooling of water to be treated with high efficiency and at a low cost without mixing treatment liquid, such as an electrolyte, into the water to be treated. SOLUTION: Aeration of water 41 to be treated introduced from a water to be treated introduction port 25 is carried out by jetting air with an arbitrary static pressure from a blower 31 of an air supply source 30 into a cylindrical body 20 in the inscription direction. A swirling flow 70 which makes its center part hollow and rotates in the form of a tornado from the bottom to top of the cylindrical body 20, while being brought into contact with the inner peripheral surface of the cylindrical body 20 and the inner peripheral surfaces of a positive electrode 51 and a negative electrode 52 is generated. Reduction reaction and oxidation reaction caused by electrode reaction between the positive electrode 51 and the negative electrode 52 generate hydrogen and oxygen respectively in the swirling liquid 70A of the swirling flow 70. The above hydrogen and oxygen are mixed into the rotating flow by aeration to purify, sterilize and cool the water to be treated.
