PROBLEM TO BE SOLVED: To provide an air-cooled heat exchanger for a communication instrument for outdoor use which is small in size and light in weight, reduced in electric power consumption, and low in noise. SOLUTION: The heat exchanger is provided with an outlet port shutter 56 for an internal fan, an inlet port shutter 57 for an external fan, a first outlet port shutter 58 for the external fan, a second outlet port shutter 59 for the external fan, a temperature detector 61 for detecting a temperature in a cabinet, and a control unit 62 for controlling the fans and the shutters. Upon normal operation, the outlet port shutter 56 for the internal fan and the outlet port shutter 59 for the external fan are closed to effect heat exchange by a heat exchanging unit 53. When the temperature is high, the outlet port shutter 56 for the internal fan and the second outlet port shutter 59 for the external fan are opened to introduce outdoor air into the cabinet for the outdoor communication instrument 64. When the temperature is low, all the shutters are closed and the external fan 52 is stopped to stop heat dissipation by the heat exchanging unit 53 and the control of the rotating number of the internal fan 51, and the external fan 52 is effected so as to cope with the detected temperature.
