PROBLEM TO BE SOLVED: To provide a method capable of rapidly and stepwise providing optimum tsunami warning information when detecting a tsunami. SOLUTION: Sea level displacement data measured by an offshore sea level measurement instrument 21 are sent to a tsunami analysis center 23, a frequency component of a wave is extracted there, it is decided that it is the tsunami when a height of the wave in the extracted frequency component exceeds a prescribed threshold value, magnitude of the tsunami is predicted from the wave height in a 90 degrees phase of the frequency component, occurrence of the tsunami and the magnitude of the tsunami are outputted as tsunami information at the time of the decision and the prediction, a period of the tsunami is predicted from a reaching time to the 90 degrees phase, the predicted period is outputted as the tsunami information, and the outputted tsunami information is provided to an autonomous body 6 or the like of an evacuation target area through a data distribution center 4.
