PROBLEM TO BE SOLVED: To provide a pulse counter, wherein the correction result is not output low due to noise correction, statistical fluctuation is not increased at a low count rate, and the effect of noise is reduced in a range permitting real-time processing even when the noise having a frequency band substantially the same as a signal band is superimposed. SOLUTION: There are provided: a sensor 1 outputting a pulse signal; a count interval setting means 2 for determining the time interval for measuring the pulse signal; a count means 3 for counting the number of pulses of the sensor output; a rising rate evaluation means 8 for evaluating the maximum rising rate of the sensor output at the interval from the output of the count interval setting means 2; a comparison value setting means 7 for calculating the comparison value on the basis of the mean value in the past; a comparison means 4 for comparing the present count value with a comparison value; a correction means 5 for correcting the present count value using the output of the rising rate evaluation means 8 and the mean value in the past, on the basis of the determination result of the comparison means 4; and a mean value calculation means 6 for calculating the mean value in the past using the output value of the correction means 5 in the past.
