PROBLEM TO BE SOLVED: To provide a paper feeding and sucking device capable of feeding loaded paper sheets sheet by sheet without increasing the size of the device and requiring a structure for uniforming suction force. SOLUTION: This paper feeding and sucking device for sucking, separating, and conveying the uppermost paper sheet among the stacked paper sheets is provided with a suction chamber 2 whose suction port is opened by opposing a paper surface of the sheet, a suction means for exerting suction force on the suction port 4 of the suction chamber 2, a conveyance belt 3 for forming a conveyance track on the suction port 4 on an outer side of the suction chamber 2, and a suction port opening and closing means for opening and closing the suction port 4 of the suction chamber 2 along the direction crossing the conveyance track of the conveyance belt 3 orthogonally.
