<p><P>PROBLEM TO BE SOLVED: To provide a speed controller for setting the highest speed corresponding to the characteristic of a vehicle. <P>SOLUTION: The present location of the vehicle is detected. Then a road section where the vehicle is traveling at present and the speed limit of the road section are retrieved from road map information. The characteristic of the vehicle is set so as to reduce the speed limit in response to the vehicle characteristic.
