PROBLEM TO BE SOLVED: To provide a device for monitoring intercommunication which makes an monitored person understand who monitors him. SOLUTION: The monitored person is imaged by a first imaging part 101 and a motion of the monitored person is detected by a detection part 104. Whether or not the monitored person has the intention of intercommunication is determined by an intercommunication intention determination part 106 based on a figure image detected by the detection part 104. When it is determined that the monitored person has the intercommunication intention, an intercommunication starting message is sent to a central monitoring terminal via a network 300. An image of a monitoring person who monitors the monitored person by the central monitoring terminal is received by a first receiving part 109 via the network 300 and is further displayed on a first display part 107.
