PROBLEM TO BE SOLVED: To reduce detection errors in detecting intruders and implement real time processing by shortening processing time. SOLUTION: Pixels on a monitoring line set in a monitoring image which have a large time series change in luminance value are detected, and sections dividing the monitoring image which include the pixels having a large time series change are prioritized in order of decreasing moving speed of an included intruding object.
