PROBLEM TO BE SOLVED: To completely separate drawing of knowledge related to a background counting rate from drawing of information for determining a state, and to eliminate interference between influence of stochastic rocking following the counting on measuring quality and influence of it on determination quality. SOLUTION: In this clearance determining method, it is determined whether the expected value <dN/dt> of radiation counting rate exceeds a reference value dm<SB>0</SB>/dt. When the demand level of determination accuracy isξ, radiation measurement is repeated using equation (1) K = [-log(1-ξ)/log2] as determination frequency (where, [] is Gaussian notation, [x] means the maximum integer which does not exceed x, and log is common logarithm), and using equation (2)τ= ln2/(dm<SB>0</SB>/dt) as a measuring time (where, ln is natural logarithm). When the obtained count N is 0 every time, "below reference" is determined. When the obtained count N of 1 or more is counted once or more times, "deviation from reference" is determined.
