PROBLEM TO BE SOLVED: To manage temperatures on roads by efficiently measuring and collecting road surface information as lines in real time required for road management in winter seasons. SOLUTION: Columns 3 each having a first thermometer 5 are raised at predetermined fixed-point observation locations A, B, C, etc. on roads. A mobile vehicle 15 provided with a second thermometer 7 is made to travel over the roads from the fixed-point observation positions to measure temperatures (x<SB>1</SB>, x<SB>2</SB>, to x<SB>n</SB>) at fixed points over the roads by the first thermometer and temperatures (y<SB>1</SB>, y<SB>2</SB>, to y<SB>n</SB>) at movable observation for every predetermined n-number of times at a different time and date at moved locations at every predetermined interval. On the basis of the correlation expression (r=S<SB>xy</SB>/S<SB>x</SB>S<SB>y</SB>) at the fixed points among a correlation coefficient r; a dispersion S<SB>x</SB>of each fixed-point temperature (x<SB>1</SB>, x<SB>2</SB>, to x<SB>n</SB>); and a dispersion S<SB>y</SB>and a covariance S<SB>xy</SB>of each temperature (y<SB>1</SB>, y<SB>2</SB>, to y<SB>n</SB>) at movable observation based on measured temperature data, an r<SP>2</SP>value of the correlation coefficient r at each location and a gradient a<SB>n</SB>and an intercept b<SB>n</SB>of the correlation expression y=a<SB>n</SB>×x+b<SB>n</SB>are continuously determined.
