PROBLEM TO BE SOLVED: To provide a heater in which a heat generating region is taken larger while reducing resistance of a conductive layer. SOLUTION: The heating device has two conductor layers 15C formed along the longitudinal direction by being separated in the short-side direction on a face of a slender base plate 15A. It has an insulating layer 15E formed on the two conductor layers and between the conductor layers, an exothermic body layer 15B formed on the insulating layer, and a conduction route C to make the exothermic layer and the two conductor layers conductive in the thickness direction of the base plate at one end side and the other end side of the short-side direction of the base plate.
