A warming mat and a method of manufacturing the same are provided to increase a thermal efficiency by directly heating a warming layer by installing a heating wire in a soil filled in the warming layer. An upper plate(20) and a lower plate(30) are spaced apart from each other. A support frame is vertically installed along edges of the upper and lower plates, and one surface of the support frame is opened. A warming layer(60) is positioned in an inner space of the support frame, and plural heating wires(61) are disposed in the warming layer made of soil(62). A heat insulation layer(70) is positioned under the warming layer, and has a heat insulation member(72). The warming layer and the heat insulation layer are divided by a separating plate(50). A finishing plate is installed on an opening portion of the support frame. A laminated paper(90) is installed on the upper plate.
