<p><P>PROBLEM TO BE SOLVED: To reduce costs by miniaturizing a circuit board and a pressure-resistant/explosion-proof vessel inside by reducing the number of safety holding circuits to be arranged in the pressure-resistant/explosion-proof vessel. <P>SOLUTION: A touch panel 22 outputs on/off signals for a plurality of scanning lines of horizontal and vertical components as operation position signals via a plurality of individual signal lines 23, 24, respectively. The plurality of signal lines 23, 24 pass through a lead-in section 18 as a single cable and are connected to a touch panel control circuit 26. The touch panel control circuit 26 converts on/off signals in the plurality of signal lines 23, 24 to a single serial signal for outputting, and the serial signal is inputted to a level conversion circuit 27 via the single safety holding circuit 21 comprising a photocoupler.
