PROBLEM TO BE SOLVED: To provide an effective road surface cutter used for forming a cut groove of a predetermined interval on a road surface as a traffic safety countermeasure in an asphalt pavement. SOLUTION: This road surface cutter is constituted so that a long towing part is arranged in the horizontal direction on a car body side surface of a traveling vehicle, and a base end part of the towing part is rotatably and vertically movably installed to a car body, and a cutter, a reaction adjusting device and a diametrally different wheel are installed on the tip part side of the towing part.
