PROBLEM TO BE SOLVED: To largely shorten traffic cutoff time and a construction period. SOLUTION: This invention relates to a pavement replacing construction method of a manhole arranging road surface. After removing an existing manhole cover 2, pavement is removed and newly placed in a state of closing a manhole arranging part by a temporary cover 54 having an engaging hole 52. Then, a pavement part 3 of the manhole arranging part is removed together with the temporary cover 54 by engaging an engaging bar 60 with the engaging hole 52 of the temporary cover 54, and the manhole cover 2 is also constructed.
